2014 NYSHIP rates for CSEA active state employees Editor’s Note: The following information is intended for CSEA represented Executive Branch enrollees — enrollees employed by the State of New York covered by one of the following CSEA collective bargaining agreements; Administrative Services Unit, Institutional Services Unit, Operational Services Unit or the Division of Military and Naval Affairs. The state Division of Budget has approved the Empire Plan’s premium rates for 2014. New York State active employees have until Dec. 31, 2013 to change their health insurance option or to submit/resubmit documentation to participate in the Opt-Out Program for 2014. Any member wishing to change his or her health insurance option must submit a signed health insurance transaction form (PS-404) to their agency health benefits administrator no later than Dec. 31, 2013. The “Rates & Deadline” brochure, which lists the biweekly premium rates for each plan, has been mailed to each employee’s home. The “Health Insurance Choices” Guide, which summarizes the NYSHIP plans available for 2014, has been mailed to all agencies. Enrollees can request the guide from their agency health benefits administrator. In 2014, NYSHIP will again offer NYSHIP Option Code #700 (The Opt- Out Program), which will allow eligible employees who have other employer-sponsored group health insurance to opt out of their NYSHIP coverage in exchange for an incentive payment. NYS employees who currently participate in the Opt- Out Program will receive a notice from Civil Service advising that the PS-404 and PS-409 forms must be resubmitted during the Annual Option Transfer Period to continue participation in 2014. Employees interested in participating in the Opt-Out Program for 2014 should see their agency HBA during the Annual Option Transfer Period for additional eligibility criteria and required paperwork no later than Dec. 31, 2013. For the past two years, CSEA has had a special arrangement with New York state that allowed a CSEA enrollee covered as a dependent through their spouse/domestic partner, who is also a state employee, to opt out of their coverage in return for a $1,000 payment. This arrangement does not appear to be available for the 2014 plan year. As in past years, CSEA has provided the state with a Memorandum of Understanding (MOU) to continue the “State on State” option, but the state has failed to sign the MOU. The state Department of Civil Service has notified agency HBAs that the MOU has not been signed; many HBAs have already reached out to affected CSEA members regarding the apparent unavailability of this program in 2014. CSEA has an ongoing grievance regarding the “State on State” Opt-Out Program (the MOU was a temporary arrangement). We will keep you advised of any developments. New health insurance option begins for Administration Lag-Payroll employees on Jan. 2, 2014. The earliest paycheck in which a deduction change will be made is the check of Dec. 31, 2013.
